It is the Greek chandleries who sells most goods to the vessels belonging to the Nyc. The annual total purchase amount of 36 varieties of goods given away to the tourist vessels is more than the annual production capacity of a factory. Hakan Kahraman, whom we consulted on the matter, stated the following: “The amount of goods biweekly purchased for the 1200 cabins of 650 vessels is calculated as 650 cabins x 1200 vessels x 10 days x 12 times per season. As per this calculation, the seasonal purchase amount is 93.600.000 pcs per product. It is not possible to make this purchase from Turkey, making people believe this number is another problem. We are therefore trying to solve our problems through making all our purchases on cash”. In order to face the problems they are facing, ARK Istanbul is planning to make production under its own brand. The only obstacle is the products’ not bearing a renowned and trustworthy brand. On this matter, the ARK and NYC authorities have considered it appropriate to obtain royalty from foreign companies in exchange for advertisement and promotion. Isaac Karen stated the following on the subject: “We have contacted some companies operating in foreign countries. We will only use their names so as to provide supplies to vessels and will pay a low royalty price. We will have supplied renowned brands and will have also made their promotion”. However, it is obvious that challenging Greece’s prevalence in the market is a difficult task.

There are 4 agencies affiliated and 28 no – agency agencies affiliated currently operating in our harbours. Within the framework of the agencies operating in Istanbul, the authorities of ARK Istanbul Chandlery indicate that they sell materials to vessels arriving from different countries such as Costa Rica, Greece, Italia, Germany and Norway. Hakan Kahraman said: “This situation also affects ship chandleries. If the potential of the harbors is handled effectively, this will also have reflections on the ship chandleries.”

Türk karasularına giren ve boğazlardan geçen yılda yaklaşık 200 bin
geminin bulunduğunu, bu gemilerin bir çok ihtiyacının olduğunu belirten
Karen, Türk girişimcisinin bu ihtiyaçları karşılama konusunda devletten
hiç destek almadan profesyonelleştiğini kaydetti.
Dünyada kumanya sektörünün Singapur, Hollanda, Cebelitarık, Panama ve
Yunanistan'da çok geliştiğini ifade eden Şimşek, Türk firmalarının
özellikle Pire'de bulunan firmalarla rekabet ettiğini belirtti.
Halen yıllık 60-70 milyon dolar arası hizmet verilebildiğini dile
getiren Karen, şunları kaydetti: "İki boğazımız var, ancak değerlendiremiyoruz. Boğazlara gelen gemiler yasal düzenlemeler gereği, bekleme yapmak zorunda.
Bu süre bazen günleri buluyor. Gemiler bu süre içinde ihtiyaçlarını karşılayabilmek için vakit buluyor. Ancak öz sermayeleriyle büyümek durumunda kalan Türk firmaları,
bu potansiyeli değerlendirebilecek altyapıya sahip değil. Pire'den daha
avantajlı olmamıza rağmen, gemilerin çoğu kumanyalarını oradan temin
ediyor. Bırakın yabancı bayraklı gemileri, bazı Türk bayraklı gemiler
bile Pire'yi tercih ediyor. acentelere getirilen yetki belgesi şartı benzeri bir yapılanmanın kumanya sektörüne de getirilmesi gerektiğini savundu.
Özelleştirilen limanları işleten firmaların kumanya hizmeti veren
kuruluşlardan hizmet kullanma bedeli altında para aldığını ifade eden
Karen, "Bu dünyanın hiçbir limanında uygulanmayan bir şey.
İşletmeciler kumanya şirketinin üzerinden de para kazanmaya çalışıyor.
Bunun yanlış olduğunu, zaten gelişmeye çalışan sektörü engellediğini
anlatmaya çalışmamıza rağmen başarılı olamadık. Bunu uygulayan liman
sayısı giderek artıyor. Tüm bu konularda bir düzenleme kaçınılmaz hale
gelmiştir" diye konuştu.
Grup olarak kumanya şirketlerinin tedarik konusunda yaşadığı sorunu
çözmek amacıyla Tuzla Serbest Bölgesi içinde ARK Avrupa olarak 2 bin 500 metre kare kapalı alanda normal ve soğuk hava depoları oluşturduklarını belirten Karen, Bir çok ürünü bundan böyle ithal ettiklerini ve Türkiye’den çok az firmadan kendi markaları ile üretmeleri halinde mal alacaklarını ,lave etti. Türkiye’de bir çok imalatçı firmanın kapasitelerinin ancak iç piyasaya yetmesi ve kumanya sektörünü algılamakta zorluk çekmesi nedeniyle iyi fiyat veremediklerini ve işi çok ciddiye almadıklarını savundu. Bu tavrın sektöre zarar vermekten başka bir işe yaramadığını savunan Karen, biz mal bulmakta zorlanmıyoruz örneğin cola yı Yunanistan’dan, çakmak ve traş bıçağını İtalya’dan temin ediyoruz, tüm ödemelerimiz nakit olduğu için üstelik çok daha uygun fiyatlar buluyoruz’’ diye konuştu.

Председатель правления компании «Albatros Uluslararası Kumanyacılık» Ахмет Шимшек, осуществляющий не только снабжение судов продовольствием, но и предоставляющий услуги по технической поддержки, жалуется на недобросовестную конкуренцию. Шимшек одновременно является членом Профессионального Комитета Снабженцев продовольствием при Морской Торговой Палате. Он считает, что все компании, желающие заняться снабжением судов, должны проходить тщательную проверку и соответствовать установленным критериям.
МЕЛКИЕ ФИРМЫ ПОРТЯТ НАШ ИМИДЖКроме указанного Шимшек отметил следующее: «Фирмы должны быть надежными, должно вносить гарантийные суммы и быть членами палаты. Лица, не являющиеся членами палаты, к сожалению легко проникают на суда и представляются снабженцами продовольствия. В результате некомпетентности этих лиц, капитаны судов начинают с опаской смотреть на турецких снабженцев. Это очень сильно бьет по нашим позициям. Об этих проблемах мы всегда говорим на собраниях в Морской Торговой Палате. Иногда, когда оказываемся в безвыходной ситуации, мы также обращаемся в министерства или в главное таможенное управление в Анкаре. СНАБЖЕНЦЫ, РАБОТАЮЩИЕ С АГЕНТАМИ ПО ДОГОВОРУ, НАХОДЯТСЯ В ВЫГОДНОМ ПОЛОЖЕНИИС вопросом о наличии недобросовестной конкуренции, мы обратились к представителю компании ARK İstanbul Хакану Кахраману, который заявил следующее: «Эта проблема касается маленьких фирм, работающих по договору. Естественно, проблема возникает в случае ограниченной работы с одними и теми же клиентами. Но о реальности не уйти. Скорее всего наша страна, омываемая с трех сторон морями, еще долго не сможет воспользоваться этим преимуществом.

Şimşek, who is also a member of the Maritime Chamber of Commerce – the functional Commission of Ship Chandleries, stated that aspirants for this business should strictly be audited and that they should be sought for certain criteria.

Şimşek further stated the following: “Companies should be reliable. They should possess Assurances and should be a Chamber Member. Unnamed persons who are not such members can easily climb on vessel decks and say they are ship chandleries. After their works irritate the shipmaster and the personnel, all ship chandleries in Turkey are given the same opinion. Such events distress us a lot. We mention our such disturbances and problems in the council meetings of the Maritime Chamber of Commerce. We even apply to the ministries in Ankara or the general custom directorates for cases which trouble us a lot”.

Protectionism no longer makes business in the global world. It is the bringing of foreign customers and the expansion of the market which are to be promoted. The state, on the other hand, should bring sanctions on the domestic producer companies to provide appropriate prices in form of promotions and should have such companies apply the aforesaid”. Isac Karen, an authorized person for ARK Europe, said the following: “When we look at the Greek example, there are serious promotions and tax rebates for domestic producers that provide merchandises to ship chandleries. This benefits both the domestic producer and the State. 80% of the market is controlled by the Greek ship chandleries.
We believe this discussion will prolong a lot. Our country is surrounded by seas from three sides but it seems that it will not be able to use its advantage for long years to come.

Isac Karen, who is the responsible person of the NYC for Americas and Europe, stated that the unique trips you make to the most selective locations of the works on the existing 87 vessels provide every comfort and create a satisfaction that is far above expectations. The Turkish origin businessman stated that the economic advantages of Cruise tourism for Turkey were a lot and that they made most their purchases from Turkey, ARK Istanbul… He further stated that they plan to purchase goods worth of twenty million Euros this year, that this number would rise to seventy million Euros in the year of two thousand and eight and finally that the Turkish companies are not aware of this sector and that Greece in comparison, realized this sector many years ago and made considerable progresses on it.

The ship chandleries, who provide food and deck material to vessels, have undertaken studies in order to make Istanbul a supply center. Amongst their customers, Iranians are interested in nonalcoholic beer and Germans in hot-dog.

The ship chandleries, who supply the food, beverage, deck material etc... requirements of ships that pass in transit or visit the Turkish harbors and who possess a market of 100 million dollars, have taken action in order to make Istanbul one of world’s leading supply centers.
Zihni Memişoğlu, who is the chairman of the Ship Chandleries Association that gathers 22 chandlery companies under its roof, stated that the shipping companies had one main supply point and a secondary supply center in the World and further said the following: “Such locations are determined as per the routes and supply advantages of ships. They are Germany and Holland in Europe, Singapore in the Fareast and Houston in the USA. Although we are not a main point, we have undertaken studies in order to make Turkey the second harbor”.
It stays at 3 thousand dollars
Memişoğlu stated that vessels obtained almost everything from the main supply point and made purchases up to 10 thousand dollars from the secondary point, and further stated the following:
“From other points ships only purchase a few thousand worth for urgent needs. Approximately 50 thousand vessels visit the Turkish harbors annually. A purchase conducted by a single vessel rests at 2 – 3 thousand dollars. For instance, the main supply point of the Iranians is Dubai and their secondary point is Rotterdam. The Greeks like the Bosporus a lot but we could not become their secondary supply point. However, we have managed to become the secondary supply point of some German companies. We are trying to increase the number of these. For this purpose, we have undertaken studies to ameliorate services.”
Food Kioskers Run After Supply
Memişoğlu stated that insufficient chandler companies defined as “one table, one chair” damage the image of Turkish chandlery companies and that beginning from 2007, they will separate the Turkish companies into A and B categories as per their standards. Memişoğlu further added the following:
“Sometimes even food kioskers try to give supplies. We are under the administration of International World Vessel Chandler Association which gathers the chandlers of the world. There is a quality system on which we have been working for the last two year. We will apply it at the beginning of 2007. The shippers’ warehouse will therefore have the opportunity to choose amongst the intermediary companies. Such companies will be checked every 6 months. Any vessel that has received bad service will never again take its supplies from Turkey”.
Greek Shipmasters Want Turkish Baklava
Memişoğlu, who also is the chairman of the chandlery company Gimaş, stated that consumptions varied according to the vessels’ country and further stated the following:
“The Turkish vessels take only one type of fish. The British want at least 5 types. Spices are very important for Indians. A lot of salmon fish is sold to Scandinavian vessels. Germans demand a lot of hot-dog and beer.
Memişoğlu stated that they gave away to shipmasters Turkish – specific foods. “The Greek shipmasters are not happy if they are not presented baklava and especially Güllüoğlu brand baklava. Such gifts are later turned into orders. We have given away nonalcoholic beer to the Iranians, we later sold 100 parcels. We are also stocking the sour sauces of the Filipinos. When we provide all these, people begin to think that “We can find all products in Turkey”.
Agency Affiliated Chandlery Companies Operate W/o Risks
The ship chandlery companies that visit or pass in Transit the Turkish harbors operate more effectively due to the fact that they obtain both cash-purchase and long term purchase guarantees. The contracted chandleries, which provide the food, beverage, deck material etc… requirements of commercial and passenger vessels, make most of their purchases from foreign countries. The ARK Istanbul managers that we consulted on the subject have stated the following: “We can know the annual requirements and work as based on annual programs owing to our affiliated operations. Even our margin of profit is low, we can still make profits due to our purchases realized in cash and our high turnovers”.
ARK authorities have stated that the sector has largely lacked behind and that they have signed 120 million € worth of contract with foreign countries for 2008. They later added the following: “These goods had to be provided by Turkish companies, however as they did not know the sector and did not take it seriously, we had to realize our purchases from abroad. The ARK authorities stated that the affiliated agencies gave much of the goods they acquired away to the vessel passengers and that they faced difficult situations when these goods could not be supplied or supply process hit obstacles. The also complained about the absence of serious studies in Turkey, which they said also included many large companies.
They sell wine as well as washing machines
As vessels have limited amount of time, it is not possible for them to obtain food & beverage and electrical devices and deck materials from different locations. The chandleries intervene at this point and respond to many requirements ranging from concrete to wine and from washing machines to chairs. Either the shipping companies notify their requirements to chandleries or as more common, chandleries communicate with the vessels via telex. 70 percent of the delivery is realized by motorboats approaching to vessels that pass in transit.
Memişoğlu finally stated the following: “Turkey offers some new services. For instance Japanese or American vessels use 110 volts electricity. Now, we can even bring devices complying therewith. We can not compete with Holland or Germany that make this business for 100 years, but we offer the same services.”
